Ordinary GIF resize baseline

This command uses FFmpeg and performs no AI enhancement
Run in a folder containing the source GIF and choose a new output name
Tested on the supplied 12-frame uniform-delay fixture
It is not a guarantee for unequal delays or all disposal modes
